    A meeting of the Basic Issues Subcommittee of the Central Construction Industry Council (Chukenshin) and the Social Infrastructure Development Council (Social Construction Council) was held in Tokyo on the 29th, and the Ministry of Land, Infrastructure, Transport and Tourism prohibited the sale of goods by contractors. We clarified the status of consideration of the concept of "standard labor costs", which is the basis for restrictions. From the viewpoint of aiming to pay wages equivalent to the design labor unit price for public works, the level of standard labor costs is assumed to be equivalent to "design labor unit price x commission." The committee members offered their opinions on matters such as consideration for the characteristics of the site and existing business practices, and ensuring the effectiveness of dealing with violations.

     The standard labor cost is positioned as the standard labor cost per unit construction volume such as tons or square meters, and is recommended by the Central Construction Council. One standard labor cost is set for each work type based on the standard Tokyo specifications and conditions, and other areas, specifications, and conditions are adjusted. Specifically, the unit price used for cost estimates for directly controlled works will be used as the standard. However, since it is premised on the separation of materials and construction, it may be necessary to deal with each type of construction individually. The licensing administrative agency issues warnings and recommendations to transactions that fall below standard labor costs to a certain extent.

     In order to guarantee the final payment of wages, the concept of "representations and warranties" has been introduced in the construction work standard subcontract clauses (subcontract clauses). ▽ Commitment to pay proper wages (provision of promises to pay) ▽ Clauses on agreement on wage disclosure (disclosure of wage ledger at the request of the ordering party) - Add two items.

     Raita Araki, chairman of the Okayama Prefecture Construction Industry Association, pointed out that there are quite a few construction projects that do not meet the national standard rate. Fumihiko Omori, a lawyer and professor emeritus at Toyo University, said, "If a set of materials and construction is dismantled, it will affect the nature of subcontracting." I don't like separation.      Shogo Iwata, chairman of the Federation of Construction Industry Specialized Organizations, emphasized, "We've reached a consensus within the organization that if money flows in (from the main contractor), we should issue a wage ledger (as a subcontractor)." Noriyuki Ogura, deputy general secretary of the Zenken Soren, proposed that representations and warranties should be clarified as contractual acts, and that regular surveys of wage payments should be institutionalized. Kou Kanai, Managing Director of the Japan Federation of Construction Contractors, said, "As a prime contractor, we need funds to pay subcontractors. We would like to see a system designed to ensure that all types of construction work, not just public works."
