    On the 22nd, the Ministry of Land, Infrastructure, Transport and Tourism held a meeting of experts in Tokyo to monitor the environmental impact of the Shizuoka Linear Chuo Shinkansen construction area. Shizuoka Prefecture reported on the status of the dialogue with JR Tokai to conserve biodiversity. He explained that out of a total of 17 items, the dialogue has been completed on two items, including re-analysis of changes in water flow. The two sides agreed to continue dialogue on environmental protection measures, and JR Central will propose specific compensation measures in the future.

    The prefecture has identified the following topics for biodiversity conservation: ▽Impacts on aquatic life in streams; ▽Changes in flow; ▽Prevention/mitigation measures; ▽Connections between high-altitude stream water and groundwater; of the Oigawa River was organized with a total of 17 topics, divided into 5 topics: Impacts of water temperature changes on benthic organisms. The dialogue was completed on two contents related to changes in flow.

    In order to improve the accuracy of predicting the decline in river flow, the two sides agreed to supplement and reanalyze the data obtained from high-speed advanced drilling conducted by JR Central. JR Tokai also explained to the prefecture the scientific basis for classifying each fault into two categories of “major” and “non-major” in the upstream basin model, and it was approved.

    Dialogue will continue on compensation measures for the natural environment that will be lost due to construction. The prefecture is asking for consideration of countermeasures based on the concept of "active nature" (nature revitalization), which aims to restore the environment as much as possible while restoring the ecosystem. JR Central will consider specific measures, such as replanting trees at the planned construction site to another location.

    At the meeting, it was reported that JR Tokai's boring survey in Yamanashi Prefecture had advanced to a point 316 meters from the prefectural border with Shizuoka Prefecture. Shizuoka Prefecture said it would make adjustments to get the consent of the Oigawa Water Use Council before the survey reached the prefectural border.

    JR Tokai also explained its efforts to investigate the cause of the problem of falling well water levels occurring in Gifu Prefecture. In addition to additional boreholes, future measures will be considered based on the survey results to confirm the flow of groundwater by running electricity from the ground.
