The Ministry of Land, Infrastructure, Transport and Tourism is embarking on on-site verification of automatic driving and remote control of construction machinery. The third meeting of the Council for Automation and Autonomy in Construction Machinery Construction, which consists of related industry groups, administrative bodies and research institutes, was held on the 27th, and approved guidelines listing implementation policies and safety measures. In the future, we will invite additional private companies and research institutes to participate in the field verification, and will conduct field verification from around October, mainly at the "Construction DX Experimental Field" in Tsukuba City, Ibaraki Prefecture. The policy is to formulate standard safety rules for application to actual sites within the current fiscal year.
The purpose of the on-site verification is to solidify safety rules and functional requirements for construction machinery, assuming autonomous driving and remote control. Participating companies conduct on-site inspections based on either the "automated construction" or "remote construction" guidelines, and incorporate common items and examples that should be implemented at each site into safety rules.
Until now, it has not always been clear what safety measures need to be explained to relevant parties, such as the Labor Standards Inspection Office, for each site where automated or remote construction machinery is introduced. By standardizing it, we will promote the efficiency of technology development and early introduction to the site.
Ten sub-members (including groups of multiple companies) of the working-level working group (WG), which has already been established as a subordinate organization of the Council, have expressed their intention to participate. Other participants will be selected through additional public offering. The verification location is not limited to the construction DX experiment field, but can also be conducted at a location prepared by the participant, such as the company's own site. For example, even a construction site under direct control can be used as a verification site if the client has given consent.
At the meeting on the same day, the committee members pointed out the importance of not only ensuring safety but also realizing efficiency in construction at a high level. The safety rules to be formulated at the end of the fiscal year will be positioned as the first version, and the policy is to gradually expand and review the content accumulated through on-site inspections for further optimization.
