The Japan Federation of Construction Contractors (Nikkenren, Chairman Yoichi Miyamoto) has compiled the results of a 2021 follow-up survey on site productivity. The average amount of construction work per day per engineer/skilled worker, used as an index, for civil engineering and construction decreased by 1.3% from the previous year, falling for the second consecutive year. The increase in material prices was not fully reflected in the contract, and the decrease in the amount of completed construction work exceeded the decrease in the total number of workers, leading to a decline in productivity. The key to achieving the goal of improving productivity by 10% from the 2020 level by 2025 is likely to be the expansion of DX, which is based on the use of new technology.

The results of the survey will be published as a FY2021 follow-up report for the "Promotion Guidelines for Productivity Improvement," which is the guideline for improving productivity formulated in April 2016. From July 14 to August 4, 141 member companies were surveyed about their progress in fiscal 2021, and 103 companies, or 73.0%, responded. Based on the amount of completed construction work of responding companies, the amount of work performed by engineers and technicians per 8 hours per day is calculated from the total working hours in the occupational accident statistics, and used as a productivity indicator.

The productivity index for FY2021 is 94,386 yen, a decrease of 1.3% compared to the previous year, on average for both civil engineering and construction. Civil engineering decreased by 0.2% to 91,615 yen, while building construction decreased by 1.9% to 95,875 yen, down for the second consecutive year. After deducting profits based on the cost of completed construction, the average for civil engineering and architecture rose by 0.8% to 85,004 yen. A person in charge of the Japan Federation of Construction Federations said, "In the past one or two years, the business environment has changed dramatically due to the effects of corona and price increases, so it can be said that the decline in productivity has been minimized. '' is analyzed.

In civil engineering, efforts that were effective in improving productivity (multiple answers) were concentrated in DX. ICT construction equipment (51 companies responded), 3D surveying (43 companies), and remote presence (35 companies) received the most responses in that order. In architecture, 29 companies use BIM and outsourcing services, which is the largest number. This was followed by an increase in orders for the integrated design and construction (DB) method (27 companies responded).

In terms of productivity improvement issues (multiple answers allowed), the most common answer for both civil engineering and construction was "lack of in-house human resources such as ICT engineers" (90 companies). The most common items requested of clients, designers, and construction consultants (62 companies) were "securing an appropriate construction period" for civil engineering, and "designs that adequately reflect site conditions and construction techniques" (50 companies) for architecture. rice field.

Improving productivity is positioned as a top priority in order to comply with the upper limit of overtime work with penalties due in April 2024. At a press conference after the board meeting on the 20th, Chairman Miyamoto commented on the survey results, saying, "Efforts such as AI and robots are progressing. (Indicators) are related to the amount of work, and there is no recognition that productivity is level." In addition, he emphasized the importance of improving the productivity of the construction industry as a whole.
