    In order to expand the benefits of using the Construction Career Enhancement System (CCUS), the Ministry of Land, Infrastructure, Transport and Tourism has formulated and announced the ``Three-Year Plan for Expanding the Use of CCUS'', which summarizes the items the government will proactively address. There were no major changes to the proposal presented at the ``CCUS Treatment Improvement Promotion Council'' held last month, and it has gained certain consensus from construction industry organizations and others. We have set a new target year for implementing each measure, such as establishing a voluntary declaration system to become a "suitable company that values ​​skilled workers" within the fiscal year. Monitor the progress of the plan at least once a year and revise the content if necessary.

    The next three years will be considered a “welfare expansion period” that will bring improvements in working conditions and operational efficiency along with measures implemented under the revised Construction Business Law. In addition to creating an environment where appropriate labor costs are allocated in a multi-tiered subcontracting structure, we are also popularizing allowances and a salary system based on the CCUS level. Viewing the CCUS as a “common data platform,” we will strengthen cooperation with private labor safety systems to make on-site administrative work more efficient and labor-saving. Along with realizing these benefits, we are urgently working to create an environment where people can accumulate employment history at any workplace and undergo competency assessments (level determination) in all types of work.

    Based on the fact that the regulations on quotations and contracts based on the "Standard Labor Cost (Standard Labor Cost)" will take effect in 2025, the "CCUS Level Annual Salary" is based on the premise that the unit price of public works design labor will be distributed to subcontractors. We require a standard salary. We will also arrange the numerical relationship between the standard labor cost and the annual income by level.

    We will increase the amount of CCUS registration data that can be reflected in the occupational safety system and will begin using that data to create safety documents, etc., in fiscal year 2025. By fiscal year 2025, the aim is to use the in/out data collected in CCUS to enable subcontractors to manage the appearance of each technician.
