The new town development movement is gathering pace around Nagao Station on the JR Gakkentoshi Line in Hirakata City, Osaka Prefecture. The aim is to introduce commercial, residential, welfare and industrial functions in an effort to create a wide-area facility with diverse urban functions. It is assumed that a land adjustment project will be implemented. By February, town development evaluation committees had been established in three districts, including the area east of Nagao Station, and it was expected that the process of recruiting business partners would begin. in FY 2024 and preparations for the Association land adjustment to be launched in FY 2025.
The station is located in the east of the city. In September 2022, the city formulated the “Nagao Station Area Urban Development Plan” targeting approximately 95 hectares of urbanization control area with potential for new urban development. Together with the landowners, we are promoting the development of towns suitable for the base in the Eastern region.
About 80% of the area is used for fields and forests, and about 15% is used for public, commercial and residential facilities. Although urban and provincial road development is progressing in the surrounding area, there are concerns that the urban area will continue to expand in a disorderly manner if things continue as they are. now, so urban development will be carried out according to planning. , taking advantage of the know-how of private companies.
The town development organization was established in the area east of Nagao Station (about 6.2 hectares), the Nagao Harimadani area northeast of the station (about 29.8 hectares), and the Nagao Arasaka area in the north (about 40.7 hectares). ) 3 districts. The founding congress was held from December last year to February. In addition to building regulations and identifying target fields, the organization also decided on operating policies and recruiting business partners.
In the future, with the goal of realizing the land adjustment project, we will research the functions that will be introduced and land use plans, etc., together with the expected business partners option in fiscal year 2017. The plan is to establish a land readjustment preparation association in fiscal year 2025. The city will also support systematic urban development.

There are 4 blocks in the area. Block A (approximately 14 hectares), including the area east of Nagao Station, is planned to be a commercial/residential and natural environment area, taking advantage of its convenient location near the station. Lot B (approximately 16 hectares) north of the JR line and west of the Makino-Nagao line constitutes the medical/commercial, residential/agricultural and natural environment zones. Block C (approximately 25 hectares), located between Block B, will create a vibrant atmosphere in the area while taking into account existing educational facilities and agricultural land. In the Nagao Harimadani area, part of Block B and the entire Block C area will be targeted.
The northernmost block D (about 40 hectares) will use the Nagao Kagucho Line, the access road to the Shin-Meishin Expressway, to form an industrial cluster and education district. We envision a land use plan that also takes into account existing welfare facilities.
