Tokyo/New regulation pond in the upper Myoshoji River, with a capacity of 6.8 million cubic meters, is considering split development

    The Tokyo Metropolitan Government is considering building a new regulation pond upstream of the Myoshoji River, a first-class river that flows through Suginami and Nakano Wards. The capacity is approximately 68,000 cubic meters. With an anticipated increase in rainfall in the future, plans are being made to expand the facility. The installation location will be based on the area around Saginomiya Sports Square in Nakano Ward. We also envisage cases where it will be divided and maintained in different locations. The structure will be of the underground box type.

    The Myoshoji River originates from Myoshoji Pond in Suginami Ward, flows east through the northern part of Nakano Ward, and finally joins the Kanda River in Shinjuku Ward. The length of the river is 9.7 km.

    In addition to the regulation pond being considered for the Myoshoji River, construction is also underway on the ``Route 7 Underground Large-Area Regulation Pond'' (Nogata 5, Nakano Ward to Takamatsu 3, Nerima Ward). The construction period is until December 2025. The plan is to connect the Shirako River underground regulation pond in the north (Oizumicho 2 to Takamatsu 3, Nerima Ward) and the Kanda River Loop 7 underground regulation pond in the south (Izumi 1, Suginami Ward to Nogata 5, Nakano Ward). Water will be taken from five rivers, including the Myoshoji River, with a total storage capacity of approximately 1.43 million cubic meters.

    On the 20th, the Tokyo Metropolitan Government's Finance Bureau announced a nomination-based competitive bidding process to select a contractor for the ``basic research on regulation ponds in the upper reaches of the Myoshoji River.'' Applications will be accepted through the electronic procurement system until the 23rd. Bidding will open on September 11.

    Those who are classified as Class A or B in ``Surveying Services Related to Water Systems/Civil Engineering'' and have registered as ``River/Hydraulic Survey'' can bid. We are also looking for a track record of receiving orders from the central or provincial government to conduct flood control studies related to river flood control using regulating ponds.

    The project involves investigating the best location to install a new regulation pond in the area between Shimizu 3 in Suginami Ward and Shirasagi 3 in Nakano Ward, where the Myoshoji River flows. We will consider two scenarios: one in which all capacity will be developed around the base candidate site, Saginomiya Sports Square (Shirasagi 3, Nakano Ward), and one in which capacity will be divided among different candidate sites.

    In addition to the main structure, the water intake and temporary structures, the construction plan will also be considered. In addition, the project cost will be calculated, including estimated construction costs and maintenance costs.

    Implementation period until February 28, 2025.
