The National Association of Construction Contractors (Zenken, President: Masanori Imai) will hold regional and block meetings in 2024 with the Ministry of Land, Infrastructure, Transport and Tourism in nine prefectures across the country, starting from Kanto-Koshinetsu on October 8. We demand the early formulation of a mid-term plan to realize national resilience, as well as securing sufficient budgets for public works amid rising material costs. We call for the promotion of measures that lead to work style reform, such as setting construction periods that allow construction sites to close on Saturdays and Sundays, and further simplifying construction-related documents.

The topics of the regional meeting co-chaired by the Ministry of Land, Infrastructure, Transport and Tourism are: ▽ Promotion of public works projects ▽ Amendment of the Labor Standards Act, work style reform and productivity improvement ▽ Three-tier labor laws, wage increase, and price pass-through ▽ Construction career advancement system (CCUS), foreign workers, etc. Exchange of opinions with provincial construction industry associations. At the block meeting held by the provincial associations after the regional meeting, issues specific to the region proposed by each association will be discussed.
On the promotion of public works projects, we call for the development of a medium-term national resilience plan within this financial year. In the face of rising raw material prices and rising labor costs, the government also calls for ensuring adequate project budgets so that the workload does not decrease.
Regarding the three third-level labor laws, we will discuss “standards related to labor costs (standard labor costs)” and discussions between ordering parties on transfer pricing. Regarding the point system that uses a comprehensive evaluation method to evaluate companies that are making efforts to increase wages, the government will convey the opinions of companies that are burdened by continuous wage increases.
On topics such as CCUS and foreign workers, we mainly discussed issues related to labor protection. Overtime limits have been applied to the construction and transportation industries since April, and concrete mixers and other vehicles entering and leaving construction sites are also subject to regulations, which affects construction site operations. We will explore ways to ensure human resources, including in surrounding industries.
