Hyogo Prefecture/PFI Reconstruction Reinforcement of Aoki High-Rise Residential Building for Karatani Construction Corporation

    Hyogo Prefecture has selected an eight-party consortium led by Karatani Construction as the successful bidder in a competitive bidding process (WTO-qualified comprehensive evaluation method) to select a business operator for the ``Aoki Prefectural High-Rise Reinforced Housing PFI Reconstruction Project.'' The PFI method will be applied for the first time in the prefectural housing reorganization. In addition to the reconstruction of the prefectural Aoki High-Rise Reinforced Housing Complex (72-1, Kita-Aoki 1-1, Higashinada-ku, Kobe City, area: 16,555 square meters), an apartment complex will be built on the remaining land. Aiming to complete in 2029.

    In addition to the representative company, the successful bidding consortium also includes Ichiura Housing & Planning, Foundation, Tamura Gumi, TC Kobelco Real Estate Services, Acros Corporation, Hankyu Hanshin Real Estate and TC Kobelco Real Estate. They will be responsible for the following tasks: construction, design, supervision, resettlement support and utilization of surplus land.

    The current Aoki high-rise/reinforced steel residential complex consists of buildings 1 to 7 (two 11-storey SRC buildings and five 5-storey RC buildings, totaling 314 apartments). It has been 40 to 46 years since construction.

    The proposed concept is “a starting point for a lifestyle rooted in the community.” An 11-story reinforced concrete prefectural housing building will be built on the east side of the site in a north-south direction. There will be 285 housing units, including 263 family units. The prefectural housing maintenance cost is approximately 7.2 billion yen.

    The surplus land (about 8,510 square meters) created on the west side of the land due to the consolidation of prefectural housing will be sold to a business operator. Apartments (288 units) for young people and those raising children will be built opposite the prefectural housing. On the first floor, there will be a ''local school'' where local residents can learn business skills, etc., as well as a cafe. The sale price is about 2.1 billion yen.

    A promenade will be laid out between the provincial housing and the apartment complex to create a north-south route. An event plaza will also be built on the north side of the site.

    In March 2025, after parliamentary approval, a contract will be signed and the design process will begin. Construction will begin in 2016 and residents will begin moving into the province's new housing complex in 2018. Once construction is complete, the operator will begin using the surplus land in 2019.
