Kawasaki City/Keikyu Daishi Line Phase 1 Section 2 to begin construction in late 2026 Project cost: 99 billion yen

Kawasaki City announced on the 23rd that the construction of the second part of the first phase of the Keikyu Daishi Line continuous separation project is scheduled to begin in late 2026. It is scheduled to be completed in fiscal 2038 (construction period: 13 years), and the project cost is expected to be around 99 billion yen. The city will continue to hold negotiations with Keikyu Corporation to reduce the project cost and construction period. The city will carry out procedures for changing business approvals and detailed designs in fiscal 2025 and 2026, with the aim of changing the city plan by the end of fiscal 2026.

On the same day, the City Council Urban Development Committee made a report. The second section of the first phase is between Suzukicho Station and Higashimonzen Station (about 1.2 km). The plan is to build about 0.5 km from Suzukicho Station to Kawasaki Daishi Station using the temporary track method, and about 0.7 km from there to Higashimonzen Station using the construction method right under the existing line. The first part of the first phase is scheduled to be completed by the end of 2024.

Regarding the project, in February 2011, the City Public Works Appraisal and Evaluation Committee decided to “continue the entire phase 1” of the project, but the start date for the second phase is still under consideration. The benefits from this project are estimated at about 202 billion yen.

To reduce project costs and construction time, new technologies will be used, including the use of partially precast box culverts in place of the cast-in-place box culverts used in the first section. Construction work was scheduled to be carried out at night, with the road completely closed to traffic, but by using the existing railway line location and ensuring traffic flow, work can be carried out during the day, thereby reducing project costs and construction time.

Kawasaki City is the main operator of this project. The railway contract work is carried out by the city under an agreement with Keikyu Corporation. Keikyu Corporation is the contractor responsible for ordering and supervising the construction. In the second part of the first phase, six railway crossings are scheduled to be removed. Construction of the second part was originally scheduled to begin in fiscal 2020, but the city reconsidered its large-scale investment project and postponed the start of construction. The land acquisition for the main railway line has been completed, and the project has also reflected the reduction in project costs through the use of temporary track construction methods and measures to increase construction costs for the first section.
