    From the 3rd on the Sea of ​​Japan side of the Tohoku region and the Hokuriku region, it became a record heavy rain with multiple linear precipitation zones due to the influence of the front. As a result, multiple rivers such as the Mogami River are flooded. Flood damage and sediment disasters occurred in various places. The Ministry of Land, Infrastructure, Transport and Tourism has built a hotline with 24 municipalities (as of 8:00 am on the 4th). In addition to making every effort to understand the damage situation, we are backing up the affected local governments by sending Tech Force (Technical Emergency Control Force). The local construction industry will also make efforts for emergency restoration such as providing drainage pump trucks and removing sediment from roads.


    The Japan Meteorological Agency announced a heavy rain special warning in Yamagata Prefecture on the night of the 3rd and in Niigata Prefecture before dawn on the 4th.


    According to the damage situation announced by the Ministry of Land, Infrastructure, Transport and Tourism (as of 8:00 am on the 4th), 7 rivers in 5 water systems were flooded due to the extremely heavy rain. Of these, the Mogami River, which flows through Yamagata Prefecture, was flooded and flooded at three locations: Yonezawa City, Nagai City, and Oe Town, and houses and fields were flooded over a wide area. In addition, flood information was announced at 2:30 pm on the 4th at the Kakehashi River flowing through Ishikawa Prefecture.
    There are 40 dams where flood control was carried out in preparation for an increase in inflow (one of them was released in advance). Two sediment disasters were confirmed.


    For roads, road closures occurred due to flooding on national roads under direct control and auxiliary national roads. On the prefectural road, Iide Town, Yamagata Prefecture was damaged by the collapse of the prefectural road. On the Ban-Etsusai Line of JR East, the bridge between Kitakata and Yamato Station will collapse and operation will be suspended for the time being. "At this point, the water level is high and we cannot enter the survey," (Sendai branch office Fukushima branch), so there is no prospect of recovery.


    Based on such damage, Yamagata and Niigata prefectures decided to apply the Disaster Relief Act to 13 municipalities in the prefecture by the morning of the 4th. The Ministry of Land, Infrastructure, Transport and Tourism dispatched 10 liaisons (local information liaison officers) to the disaster area on the 4th. Twenty people also entered the Japan Meteorological Agency Disaster Prevention Response Support Team (JETT).


    The local construction industry also cooperated in emergency restoration. The Niigata Prefecture Construction Industry Association (Chairman Yoshiaki Ueki) dispatched seven drainage pump vehicles owned by member companies to Murakami City and other cities. Members of the Fukushima Prefectural Construction Industry Association (Chairman Koichi Hasegawa) are making efforts to remove sediment from roads and install barricades. The Yamagata Prefecture Construction Industry Association (Chairman Hitoshi Kunii) also has a complete system for disaster response.
