Chubu Electric Power, a wholly owned subsidiary of Mizuho Lease's ML Power (Minato-ku, Tokyo), and Prospec AZ (Nagoya City) will develop the Susono Biomass Power Plant in Susono City, Shizuoka Prefecture through a jointly invested business company. On October 15, it was announced that construction work has begun. The aim is to start operations in October 2025.

This will be a wood-fired biomass power plant using biomass boilers and steam turbine generators. The expected power output is 1.99MW, with an expected annual electricity generation of about 14.5 million kWh, equivalent to the electricity generated by about 5,000 average households. Boilers and turbines manufactured by Mitsubishi Heavy Industries Power Industry will be used.
The fuel will be mainly tree branches pruned from the streets of Shizuoka Prefecture. By using pruned branches that were previously discarded or burned as fuel for power generation, it will contribute to recycling waste and realizing a recycling-oriented society locally. The generated electricity will be sold based on the feed-in tariff (FIT) system. The FIT purchase price is 24 yen/kWh for domestically produced conventional materials.
The operating company is Susono Biomass Power Generation. The investment ratio in the operating company is Chubu Electric Power is 50%, ML Power is 40% and Prospec AZ is 10%. Prospec AZ will be in charge of EPC (engineering, procurement and construction) services.
The three companies will also develop wood-based biomass power plants in Shibukawa City, Gunma Prefecture, Nagano City, Nagano Prefecture, and Joetsu City, Niigata Prefecture. Like the Susono Biomass Power Plant, it uses locally pruned tree branches as the main fuel and has an output capacity of 1.99MW. The investment ratio for each operating company will be the same, and Prospec AZ will also be in charge of EPC services.
The Shibukawa biomass power plant uses boilers and turbines manufactured by Mitsubishi Heavy Industries Power Industries and is scheduled to begin operating in November 2025. The Nagano biomass power plant uses boilers manufactured by Finland's Valmet and turbines manufactured by JFE Engineering and is scheduled to begin operating in April 2026. The Joetsu biomass power plant uses Takuma boilers and turbines and is scheduled to begin operating in May 2027.
