The National Federation of Construction Industry Cooperative Associations (Zenkenkyoren, chairman Tsuyoshi Aoyagi) will hold a board meeting in Tokyo on the 22nd, and will make proposals and requests to the Ministry of Land, Infrastructure, Transport and Tourism in order to promote work style reforms at local construction companies. decided to start a new workshop/seminar. There are three proposals and requests, such as a policy-based increase in the design labor unit price and the setting of a new construction period. Training sessions and workshops focus on improving productivity in the administrative department and responding to the upper limit of overtime work with penalties. Zenkenkyoren will bear the cost of the venue and the cost of dispatching lecturers.

With April 2024 approaching the application of the upper limit on overtime work with penalties, issues for both technicians and engineers are becoming apparent. Since there will be skilled workers whose income will decrease as they are forced to reduce their working hours, they are calling for an increase in the design labor unit price from a "political perspective" (Chairman Aoyagi), separate from the results of the unit price survey. Regarding the construction period, we will focus on the work on-site and in-house, and request the construction of a flexible construction period setting system that separates desk work-based management document creation work from on-site work. I would like to propose a setting based on so-called rework and a review of working hours.
Chairman Aoyagi, who held an interview after the board meeting, explained the current situation of regional construction companies with limited personnel and investment capacity, unlike major general contractors that can respond to work style reforms through division of labor and outsourcing. On top of that, he said, ``(For work style reform), if the number of construction documents was reduced further, the management would become more difficult. should," he pointed out.
He indicated his intention to seek responses according to the actual business conditions of local construction companies and the work flow of on-site and in-house work. Regarding the labor unit price, he said, "The results of the survey alone will not increase (to the extent that a decrease in income can be avoided). We should calculate the number of working days and hours." Proposals and requests will soon be submitted to the relevant departments of the Ministry of Land, Infrastructure, Transport and Tourism.
We will newly start the "Construction Industry Accounting DX" Workshop and the "Construction Industry 'Work Style Reform Related Laws and Regulations' Seminar". The themes of the workshop include DX initiatives that increase the productivity of administrative departments such as accounting, the invoice system, and responses to the revised Electronic Book Preservation Law. The workshop will deepen understanding of laws and regulations related to work style reform, labor management, wage system design of five-day work week, etc.
