Narita Airport Company is building a new runway C in conjunction with "further enhancing the functionality of Narita Airport" to increase the number of departures and landings to 500,000. Industrial and residential land development is underway in cities and towns surrounding the airport with the goal of enhancing functionality. Chiba Prefecture and Narita Airport Company want to install a new IC to ensure efficient access between the airport, surrounding areas and the Ken-O Expressway to cope with the expected increase in traffic ants.

In the prefecture, ``Regional Recovery IC'', developed mainly by local governments, is being applied at Shisui IC and Yatsu-Funabashi IC on the Higashi-Kanto Expressway. There has never been a case where the law has been applied as a special case, so if applied this time, it would be the first such case in the country.

The location of the new IC is being considered between the Narita Omigawa Kashimako Line IC (tentative name) and the National Highway 296 IC (tentative name), planned between Daiei and Yokoshiba, an unopened section of the Ken-O Expressway in a province. According to the province, "the specific location has not been determined" (Road Planning Department official).

At the press conference after handing over the request, Governor Kumagai said: “By making this request before the FY 2025 budget request deadline, I want to have the budget allocated for the construction of the new IC . The government prepares the system according to schedule towards strengthening the system," he emphasized.

President Tamura said, ``The new IC is important to fully demonstrate the effects of the project to further enhance functionality. It will be an extremely important IC not only for the airport but also for the local population.'' shows that.
