Oirase Town, Aomori Prefecture, has drawn up a "Basic Concept and Basic Plan for the Construction of a New Government Building". A new government building will be built adjacent to AEON Mall Shimoda to form a new center for promoting urban development. The appropriate size of the new government building is calculated to be 5,212 to 5,752 square meters based on the standards of the Ministry of Internal Affairs and Communications and the Ministry of Land, Infrastructure, Transport and Tourism. It is assumed that the order will be made using the conventional direct construction method. The goal is to complete the project by fiscal 2030, using the government's special merger bonds as the main source of financing.
The relocation site is part of Nakadaira Shimonaganeyama and Nakanodaira, west of Aeon Mall Shimoda (area 18,500 square meters). Along with the reconstruction of the government building, a new hospital, ``Oirase Hospital'' will also be relocated to this site. Concentrating administrative, medical, and commercial functions, creating vitality through people's exchange and circulation and providing high-quality living services.
The current government buildings are the main government building at 135-2 Nakashimoda (a 5-story reinforced concrete building with a total area of 3,513 square meters) and the branch office building at 60-6 Kamimeido (a 5-story reinforced concrete building with a total area of 2,755 square meters). The dispersion of facilities also creates problems with residential services and administrative management. The main building was completed 40 years ago and the branch buildings were built 49 years ago, so measures need to be taken to address the aging of the buildings.
The total cost of building the new government building is about 5.72 billion yen. About 270 million yen is expected to be spent on basic and detailed design, about 700 million yen for business approval and land acquisition, and 3.89 billion yen for building the government building.
Basic and detailed designs will be completed in 2025, with land acquisition and preparation work to begin construction in 2027, completion in 2030 and operation in 2032.
Yasu Architectural Design Office (Aomori City) is responsible for the "basic concept and basic planning for the construction of the new government building". The basic and detailed design work for the construction of the new government building will be outsourced to Ishikawa Sekkei (Towada City, Aomori Prefecture).
