Sakai City has decided on the planning direction to rebuild the City Central Library (18-1 Daisen Nakamachi, Sakai Ward). In addition to ensuring the new central library function near the Daisen Park area, where the current central library is located, the regional library function of Sakai Ward, where the current central library is located, will be separated and a regional library will be established in the downtown part and Sakai ward. The plan is to create a new district. A project team consisting of those in charge of the relevant city departments in charge of the reconstruction plan has begun reviewing the plan in 2023. In fiscal year 2024, the scale of each facility will be finalized and two new locations will be selected.

Currently, the Central Library is located in Daisen Park, which includes the Mausoleum of Emperor Nintoku, part of the World Heritage Site ``Tumulus Mozu-Furuichi Cluster'', and it is not possible to rebuild it in its current location. The current facility area is approximately 4,600 square meters.
The board of education in charge of the central library, completed in 1971, is conducting an internal review. It was said to be old and lacking in facilities and barrier-free features. Since there were no possible resettlement sites on city-owned land under the commission's jurisdiction, the project team moved to look into the issue. They are considering rebuilding methods and exchanging information on resettlement sites.
According to the Japan Library Association website, local government library systems include a central library as a core facility, a regional library, and a mobile library.
The City had been operating the Central Library as both a core facility and a library for Sakai Ward, but during discussions among the project team, a proposal to separate each function was made.
To meet the library needs of Sakai Ward residents who currently do not have a local library, we have also established the Sakai City Station Branch Central Library near Sakai City Station on the JR West Hanwa Line and Sakai Higashi Library Counter near Nankai Koya Electric Railway Line Sakai Higashi.ing Station.
Kaichiro Kurihara, former professor of the Department of Architecture, Faculty of Engineering, Osaka City University (now Osaka Public University), participated in the basic design and supervision of the Central Library. It was built in a corner of the area containing the Mozu group of tumuli, including the Daisenryo tumulus, and the design is reminiscent of a tumulus or a warehouse on high floors. The building is a four-story reinforced concrete structure with a total area of 4,635 square meters. It also houses local documents and Sakai's personal collection. The library has about 570,000 books. Post-earthquake retrofit work is already underway.
