    Kumamoto City has announced plans to narrow down the locations where major government buildings (city hall, council building) can be rebuilt, where there are problems such as aging and lack of earthquake resistance. , from four locations: current location, Joto-cho, Sakura-cho and Kusaba-cho. The facility will have a total area of ​​60,000 square meters, including the Chuo Ward Office which will also be rebuilt. The estimated cost of the project is expected to be 47 billion yen. By the end of this financial year, we will select a contractor to undertake research support services such as site review and investigate the possibility of introducing PFI through a public call for proposals. Candidate locations will be identified in 2024.

    Based on the results of a clear market survey (dialogue) on the reconstruction, candidate locations, facility size, estimated project costs, etc. were presented on the 13th to a special committee on the development of city council buildings.

    The facility size includes a total of 52,200 square meters for the main government building (45,700 square meters for the city hall and 6,500 square meters for the conference building) and a total of 7,800 square meters for the Chuo Ward Office. The area of ​​the main government building has increased by 8,074 square meters since the basic concept in 2019, due to improvements in disaster response functions, creating space for citizen interaction and increasing the number of equipment and staff. The estimated cost of the project includes a design cost of 2 billion yen, a construction cost of 36 billion yen, and a demolition cost of 9 billion yen.

    The proposed site for the main government building is located in the downtown area and can be built on a total area of ​​52,200 square meters or more based solely on the building's coverage ratio and area ratio floor. ), NTT West location in Sakuramachi (9,987 square meters) and Shirakawa Park in Kusaba Town (9,790 square meters).

    At the current location, it is assumed that only 10,377 square meters of the existing government building site will be used or that 13,031 square meters including the adjacent City Hall parking lot will be used.

    Chuo Ward Office will be built together with the main government building with the condition that it is located in a very convenient location for the people due to its relationship with the main government building and can be built on a total area. Area: 7,800 square meters or more. In addition, the Chuo Ward Office will be built on the 2,749 square meter land of the Hanabatakecho subdivision formerly owned by the city, as well as Mizuho Bank. The 1,549 square meter area of ​​the Kumamoto branch was nominated as a candidate.

    The city is aiming to sign the design commission contract by the end of fiscal year 2024, as the city will use annexation promotion bonds to rebuild city hall. Once the construction site proposal is finalized, we plan to outsource all the basic planning, facility design, and implementation design work at the same time. The method of selecting subcontractors is being considered based on public suggestions.
