Digitization of public works guarantee certificate / insurance policy / Operation started on May 9 under the direct control of the Ministry of Land, Infrastructure, Transport and Tourism
New operation to digitize guarantee certificates and insurance policies used when contracting performance guarantees and advance payment guarantees for public works will start on May 9 under the direct control of the Ministry of Land, Infrastructure, Transport and Tourism. When the contractor submits a warranty certificate to the orderer, the system on the Internet and e-mail can be used, and there is no need to mail or bring the original paper. For the time being, it will be operated only under the direct control of the Ministry of Land, Infrastructure, Transport and Tourism, but there is a possibility that the introduction will spread to other public orderers.
There are two types of public works guarantee / guarantee insurance, "advance payment guarantee (including intermediate advance payment)" and "performance guarantee (contract guarantee)". It applies to guarantee certificates and insurance policies issued by guarantee companies and non-life insurance companies, but not to those handled by banks. The "bid guarantee", which is relatively limited in the target construction, will be operated as before, but it is expected that consideration will be given to digitization in the future.
The three guarantee companies in Hokkaido, East Japan, and West Japan are jointly building a system that will be an electronic data platform on the Internet. When the contract application is received from the contractor, the electronic certificate is uploaded to the platform and the contractor is provided with the guarantee contract number and authentication key information. The contractor provides the information to the orderer through an electronic contract system or the like, and the orderer accesses the platform and browses the electronic certificate.
The Ministry of Land, Infrastructure, Transport and Tourism notified each Regional Development Bureau on the 19th of the application of such a series of procedures. It is clarified that the guarantee certificate of the advance payment guarantee is applied in principle to contract cases after 1 day. It can be applied to contracts before March 31 if the provisions of the contract are changed.
The insurance policy data platform handled by non-life insurance companies does not exist at this time, and we are considering building a system in the future. For the time being, it will be a provisional operation to send insurance policy data issued in PDF format by e-mail.
