On the 2nd, Tokyo's Chuo Ward revealed the status of the evaluation of the "Tsukiji District Urban Development Project" being promoted by the Tokyo Metropolitan Government. The business operator plans to build an artificial ground on the second floor across the site as part of the site's flow plan. The first floor will be used as a walkway and the second floor will be used as a pedestrian space, achieving complete separation between pedestrians and vehicles. The road will be a ring road forming a rectangle in the area, and a "transportation junction" will be built on the east side of the area, which is expected to connect to the exit of the Harumi Line, the Metropolitan Expressway, to be developed in the future.

It was presented at the ``Ginza District / Tsukiji District Joint Town Development Council'' held in the ward on the same day. The envisioned ring road will surround a ``large-scale exchange/customer attraction facility'' to be built in the center of the land, as well as a ``residential building'' and ``hotel building'' facing Hamarikyu Garden. Shin-Ohashi Street and Harumi Street are connected to public roads.
A “transportation hub” will be established at the eastern end of the ring road. Bus terminals and taxi stands will be located within the roundabout. It will consolidate arrival and departure functions for various transportation systems, including conventional cars, buses, taxis, and next-generation mobility. The idea is to establish a “flying car” port right above the hub, while also creating a transfer point for boat traffic in the direction of the Sumida River.
The Harumi Line, extending northwest from the Shuto Expressway's Shinonome JCT Line, currently serves the Harumi Exit, but is expected to connect to the Shuto Expressway's Downtown Loop Line in the future. Once completed, it will run through the site from southeast to northwest. The entrance is planned to come in from the northwest and connect to the traffic hub roundabout.
The artificial ground on the second floor will also function as a barrier-free network connecting facilities in the planning area and the surrounding city area. The ward is asking the business operator to build a pedestrian bridge along Shin-Ohashi Street and connect it with Asahi Shimbun Co., Ltd. The project is being promoted by the ``ONE PARK x ONE TOWN'' group, with Mitsui Fudosan as the representative company. The Tokyo Metropolitan Government and the operator plan to sign a basic agreement by the end of 2024 and a land lease contract in 2026. The aim is to complete the first phase of construction by 2032 and the second phase by 2038.
