The Ehime PPP/PFI Regional Platform, represented by Iyo Bank, Ehime Prefecture and Ehime Bank, will conduct open market research (dialogue) for local governments in Ehime Prefecture to consider introducing initiatives private sector initiatives. The goals include rebuilding Niihama City's Civic Cultural Center and Matsumae Town's ``(tentative name). Matsumae Town Social Education Facility Improvement Project.'' The dialogue will be held on November 6 at Iyo Bank's headquarters in Matsuyama City.
Niihama City Civic Cultural Center is located at 65, Shigehonmachi 8. The area of the center including the Central Park campus and the Central Children's Center is approximately 24,800 square meters. The main building is the RC building with one basement and three floors above ground, the auxiliary building is one basement and four floors above ground, the large and medium halls have a total area of 9,839 square meters.
The city is considering rebuilding the building to an RC structure with one underground floor and three or more floors above ground. The plan is to develop a basic plan in the fiscal year, conduct a feasibility study on the application of public-private partnership methods in fiscal year 2024, and conduct business recruitment procedures in fiscal year 2025 , selects and contracts with businesses in fiscal year 2026. The goal is to begin operations in 2031. Japan Research Institute, Iyogin Regional Economic Research Center and Design Office Joint Venture Yano Aoyama Architecture was responsible for supporting the basic concept and basic planning.
The Matsumae Town Social Education Facility Improvement Project (tentative name) plans to renovate the Matsumae General Cultural Center (633 Tsutsui) and renovate the Matsumae Park Gymnasium in the future. The current scale of the cultural center is a four-story reinforced concrete structure with a total area of 5,525 square meters, while the gymnasium is a three-story reinforced concrete structure with a total area of 5,314 square meters. The cultural center will be renovated with the aim of upgrading the hall, external walls and internal equipment, making it barrier-free and turning it into a ZEB (Net Zero Energy Building).
A survey of the cultural center's construction conditions was carried out this year. After conducting a feasibility study on the introduction of private sector investment in FY 2014, the business operator will be selected from FY 2025 onwards. The selected contractor is expected to begin renovation work and operational management in 2026.
