A representative of the HCM City Department of Transport also added that, through the review of 400 major congested cities in the world, there were no cities in Ho Chi Minh City and Hanoi. Although the traffic infrastructure has not developed as expected or planned, the city's solutions have basically solved the congestion problem.
Minister of Planning and Investment Nguyen Chi Dung said that traffic congestion is not only related to the transport industry but related to space, planning and development distribution.
In particular, motorcycle stories from people's habits need to be carefully calculated. Does Ho Chi Minh City have any solution to soon reduce or eliminate motorbikes? But if we keep talking and talking, but the number of motorbikes is still circulating like now, it will not be possible to solve the congestion, thereby hindering the development of the locality.

Also at the conference, Deputy Director of Ho Chi Minh City Department of Natural Resources and Environment Vo Trung Truc said that the Department is studying and building a socio-economic development project associated with traffic routes. Currently, the need for capital to organize land acquisition, compensation and resettlement for adjacent land plots and adjacent to traffic routes is very difficult because it cannot be spent from the budget capital.
Citing Ring Road 3, Mr. Truc said that there are about 2,000 hectares of adjacent land, mainly agricultural land, with very few inhabitants. For land acquisition, compensation and resettlement with this 2,000ha, the capital is expected to be more than 100,000 billion VND, and the city cannot arrange funding for implementation.
According to the plan proposed by the Department of Natural Resources and Environment, Ho Chi Minh City will pilot land acquisition, compensation and resettlement in the direction of arranging residential land equal to the same residential land area, agricultural land will calculate the conversion between the price. compensation is expected with the exchange rate from agricultural land to residential land.
