Miyagi and 6 other prefectures/Development of semiconductor manufacturing infrastructure, request for financial support from government

    On the 29th, the governors and deputy governors of six prefectures, including Miyagi Governor Yoshihiro Murai, submitted a joint request for the development of a semiconductor manufacturing facility to Minister of Economy, Trade and Industry Takeshi Saito and Minister of the Cabinet Office of the Special Mission Eiko Jimi. As the construction and planning of the manufacturing facility is underway, the company requested financial support to develop the infrastructure necessary for the stable operation of the plant as well as to secure land and transportation facilities.

    At first glance, Mie Governor Katsuyuki, Kumamoto Governor Takashi Kimura, Hokkaido Vice Governor Tsuyoshi Mitsuhashi, Iwate Vice Governor Jun Sasaki, and Hiroshima Vice Governor Yuko Tamai were all present, and the request was submitted in the name of the governors of the six prefectures. The three demands were infrastructure development, human resource development and security, and the provision of cheap and stable clean electricity. Regarding the infrastructure needed for the factories and surrounding areas, they requested financial support, including securing a separate source of funds for maintenance and designing a system to reduce the burden on local governments. They also requested environmental improvement to eliminate idle farmland and secure alternative farmland, and to review the selection requirements.

    In terms of human resources, he requested financial support for semiconductor-related human resource development by local governments and universities, as well as housing development to welcome highly skilled human resources. In the electricity sector, as business operators expressed their desire to reduce the burden of electricity costs required for renewable energy production and supply, they requested financial support for electricity costs and clean electricity supply.

    “The request was well received,” Governor Murai said after making the request to the minister in charge of self-monitoring. Regarding the 6 billion yen in funding that the government is providing for the development of semiconductor-related infrastructure in the 2023 supplementary budget, he said, “I said it was a little less.” In pushing for the establishment of a semiconductor manufacturing base, the governor cited securing land and electricity prices as challenges. Governor Kimura is said to have pointed out the need to “balance with agricultural land” regarding land.
