    A survey by the National Construction Industry Association (Zenken, chaired by Takanori Okumura) found that among those working in the construction industry, engineers tend to work longer hours. It was also discovered that the reason was because many documents related to construction were created. With less than half a year left until April 2024, when regulations on overtime will be penalized, employers need to clearly understand and take action to reduce overtime for engineers. In 2023 regional roundtables and block meetings with the Ministry of Land, Infrastructure, Transport and Tourism will be held in 9 prefectures nationwide, starting from Kanto-Koshinetsu on the 4th , the majority of member companies will call for rapid improvements to public works, which is their main focus.

    When asked why they have to work overtime, many answers are given and “Because there are too many documents that need to be prepared” is the most popular answer, ranging from 71.9% (on-site) to 63 .7% (in office). Next is “due to lack of personnel” with a rate of 67.7% (equivalent) to 40.7% (equivalent).
