The power plant has installed about 3,000 solar panels on a land area of 31,863 square meters. The output of solar panels is 1.6113MW, the grid-connected output is 1.5MW. Solar panels are manufactured by JA Solar in China, power conditioners (PCS) are manufactured by Huawei in China, and agricultural racks are manufactured by BSL in China. Daiwa House Industry will provide EPC (engineering, procurement and construction) services, while O&M (operations and maintenance) services will be provided by Chubu Electrical Safety Association, a cooperative association and Ueda Citizen Energy, a non-profit organization.

The electricity generated will be sold under the Feed-in Tariff (FIT) system and used for Seikatsu Club Denki, an electricity service provided by Seikatsu Club Energy (Chuo-ku, Tokyo) under a wholesale supply contract specifically. The unit price of electricity sold through FIT is 32 yen/kWh. The cost of imbalance will be borne by Seikatsu Club Energy.
56 agricultural greenhouses will be built under solar panels, of which 54 greenhouses are expected to grow spinach and 2 oysters. The farmers will be Agres (Minamimaki Village) growing spinach and Miyashita Farm LLC (Minamimaki Village) growing flowers.
On the same day, the city also announced plans for Nobeyama Nouveau Concept (tentative name), a community facility that combines local agriculture, culture and nature. The project aims to create a place where local people can gather around the power station, use villas adjacent to the site to operate cafes, develop camping accommodation and experience farming cultivating (harvesting) through sharing solar energy.
In addition to Seikatsu Club-related organizations, Nobeyama Farm Solar will be sponsored by Miyashita Farm, Agreste, Ueda Citizen Energy and NPO Environmental Energy Policy Research Institute.
