The government announced on the 26th that, as a lesson learned from the Noto Peninsula earthquake, the government will establish a new position in the Cabinet Office called the "Disaster Prevention Supervisor" (tentative name), which will serve as the government's control tower for future disaster response. The report was made at a meeting of the Noto Peninsula Earthquake Recovery and Reconstruction Support Headquarters (Director: Prime Minister Fumio Kishida) held at the Prime Minister's Office. The ministries and government agencies explained the current status of recovery and reconstruction. Prime Minister Kishida instructed the relevant ministers, "I would like you to make adjustments so that a decision on the use of the sixth reserve fund can be made by early September."
The disaster preparedness supervisor is responsible for overall disaster response and is responsible for addressing issues with the central government, ministries, agencies, and heads of disaster-hit areas. These costs are expected to be included in the budget request for fiscal year 2025.
Among the efforts by government ministries and agencies, the Ministry of Land, Infrastructure, Transport and Tourism has completed emergency measures such as temporary dam closures at locations where river blockages have occurred, such as the Kawarada River, and is working with relevant organizations to address and strengthen warning and evacuation systems in response to expected future rainfall. Emergency response measures have also been completed at landslide sites along the coast of National Highway 249, with details and progress of long-term response measures to be announced at the end of the flood season.
Prefecturally managed roads are being lifted from traffic closures, and access to all villages, fishing ports, water treatment plants, etc. will be guaranteed by the end of August. The port will carry out restoration work on behalf of eight ports, including Fushiki-Toyama and Wakura.
For indoor plumbing related to water, 63 contractors were secured in August (as of the 9th). Ishikawa Prefecture continues to make efforts to subsidize construction costs. After establishing a liquefaction disaster recovery support system in July, a recovery plan including town development and countermeasures will be drawn up by the end of this year. The Urban Revitalization Agency is also supporting the development of reconstruction plans for disaster-hit areas.
Construction has begun on all 6,804 urgently needed temporary housing units and more than 6,200 units are expected to be completed by the end of August. Despite the harsh construction environment in disaster-hit areas, construction is moving forward on a variety of housing projects, including wood-framed temporary housing that can be converted into permanent housing, farm-based housing, and mobile homes, all based on an understanding of the needs of disaster victims.
The Ministry of Agriculture, Forestry and Fisheries aims to complete the restoration of 2,270 agricultural lands and 8,078 agricultural facilities by fiscal year 2026. The area directly affected by the agricultural landslide is currently undergoing geological investigation and the restoration work is expected to be completed by 2025. Restoration work will begin at 52 mountain conservation facilities, 2,282 forest road facilities and 97 slope collapse sites.
Of the 16 ports in the Sotoura region where ground movement occurred, priority will be given to restoring the functions of 10 fishing ports in coordination with fishermen. Temporary restoration work has already begun at six fishing ports. Full restoration will begin in fiscal year 2025. The aim is to complete the restoration of fishing ports, which were not affected by ground movement, by fiscal year 2027.
Disaster waste disposal (dismantling at public expense) will be carried out as a large-scale disposal in 13 cities in four prefectures: Fukui, Gifu, Aichi, and Mie. Tokyo, Kawasaki City, and Yokohama City are also expected to accept animals by rail transport. In Osaka Prefecture, the Osaka Wide Area Environmental Facility Association, which includes Osaka City and other cities, accepts materials by road transport.
The Reconstruction Agency has recruited staff with experience from various ministries and agencies. The Ministry of Health, Labor and Welfare is working with related organizations to strengthen safety and health measures for construction workers.
