The Ministry of Land, Infrastructure, Transport and Tourism has introduced the "estimate use method" to address the situation of unsuccessful bidding and non-winning of PFI projects. The Kanto Regional Development Bureau opened a public competitive bidding (WTO subject, comprehensive evaluation method) for the "Kitamoto National Road 17 Joint Cable Tunnel (5) PFI Project" and a consortium represented by NTT Infrastructure Net won the bid with a price of 2,375,182,529 yen (including tax, same as below). In order to prevent unsuccessful bidding or non-winning of PFI projects, the Bureau has for the first time adopted the estimate use method in a PFI project with construction work carried out by this agency, reflecting the contents of the estimate submitted by the contractor in the estimated price. The goal is to conclude a business contract in March.
The Kanto Regional Development Bureau adopted the estimate-based method after the unsuccessful bidding for the ``Yabo Cable Tunnel/Nishifu Town National Route 20 Joint Project'', for which bidding procedures were conducted in January 2024. As part of the bidding process, market research was conducted to confirm interest in participating in the cable tunnel project. We also asked about the types of work that should use estimates instead of standard labor rates. We also conducted market research and interviewed construction companies that had received construction orders near the construction site.
Of the 46 types of work, the estimates that bidders were asked to submit included installation of special components, curb work (rehabilitation), gutter work (similar), and roadside guardrail work (similar). Eight types of work were selected: installation of pipe sections, pipe work (pipe sections), curb work (rehabilitation), gutter work (similar), roadside guardrail work (similar), and structural demolition. The remaining amount was calculated using standard labor rates and an estimated price was provided.
The winning bidder was a consortium of NTT Infrastructure Net, Mirait One and Oriental Consultants. The overall evaluation was based on a maximum score of 1,000 points, with 300 points for price and 700 points for content. As a result, the consortium received 763.75 points (content score 463.75 points, price score 300 yen).
The project area covers an area of approximately 800 meters from Honjuku 5 to Miyauchi 7 in Kitamoto City, Saitama Prefecture. The business model is build-transfer-operate (BTO). We will be in charge of surveying, designing the power cable tunnel, road and road utilities, construction, construction management and maintenance management of the power cable tunnel section. The target is to complete and hand over the project by March 2034. The contract term is 20 years until 2044.
The purpose of constructing the cable trench is to eliminate the blockage caused by mud during natural disasters and ensure smooth traffic. In order to speed up the project progress and reduce the financial burden, the unit will proceed with the development using the PFI method.
