The Kanto Regional Development Bureau Chiba National Highway Office has created a booklet that summarizes good practices in the field with the aim of building a good relationship of trust between ordering parties. We conducted a questionnaire to the construction companies that received orders for the construction work ordered by the office over the past two years, and collected episodes that showed the staff's on-site guidance, technical skills, and human power. In the future, we will expand the content to the staff and inform industry groups. Masaki Kojima, director of the office, emphasizes that "building good relationships with ordering parties leads to making good things."
Created with reference to the Hitachi River National Highway Office, which is conducting similar efforts. The booklet entitled "Toward the Building of Mutual Trust between Ordering Party" consists of four themes: ▽ Construction supervision and technical guidance at the site ▽ Slimming of construction documents ▽ Quick response ▽ Construction inspection.
In the on-site construction supervision and technical guidance, we introduced good examples and backgrounds, comments from contractors, etc. on a total of 8 topics such as "specific advice on design conditions" and "advice on document preparation". Regarding the slimming of construction documents, based on the "Civil Engineering Electronic Document Slimming Guide" of the Kanto Regional Development Bureau, we posted how the document reduction was achieved through more specific episodes.
In the quick response, the background issues and examples of the efforts of the ordering party on site were posted. Construction inspection is a theme that is particularly difficult to build relationships, but good examples are "inspectors who are polite and considerate during construction inspection", "ingenuity of the builder", "merits of reviewing inspection targets", and "easy inspection by digitizing documents". Eight topics such as "Ni" are posted. As a construction inspector, it specifically describes what kind of words should be thrown at the contractor.
In the preface of the booklet, Director Kojima sternly pointed out that there are some sites where a good relationship of trust cannot be built, and that the reason is "there is a word that the supervisor does not mind and the technical ability of the person in charge of ordering is insufficient". He expressed a sense of crisis, saying, "There is a part that is connected to the voice saying,'I want to avoid the construction of the country.'" On the other hand, he said that there are cases where positive discussions led to better results, and he wrote that he would like to develop good cases horizontally and lead to the creation of better sites.
