The ``New Narita Airport Concept Study Group'' (chaired by Hirotaka Yamauchi, professor emeritus at Hitotsubashi University), formed by the Narita International Airport Company, etc., held a meeting in Tokyo on the 14th, and presented an interim summary proposal. It is a plan to develop a "one terminal" that aggregates existing terminals. Narita Airport Company has revealed potential sites for a new passenger terminal and a new cargo area. An interim summary will be announced by the end of the fiscal year, and detailed consideration will begin in fiscal 2023.
According to the plan, the three passenger terminals will be integrated into one terminal. In addition to non-stop demand, we aim to become an international hub airport with a diverse network by capturing demand for transfers between three countries, including Asia, as well as international and domestic connections. The facility will be made compact while ensuring sufficient handling capacity to improve the convenience of transit.
The new cargo area will flexibly utilize land use regulations and operate in an integrated manner with the logistics facilities that will be developed adjacent to the airport. Complement the logistics functions within the airport and improve efficiency. Capturing transit demand as a cargo hub in East Asia. We will also create new demand such as stock centers and parts shipping bases.
In terms of airport access, we will consider improving the convenience of railways and buses, and improving the road network in the surrounding area, together with project stakeholders. The plan is to reorganize the roads within the airport into circular roads with fewer traffic lights, and to increase connectivity with high-standard roads such as the Metropolitan Inter-Central Expressway (Ken-O Expressway).
Items related to community coexistence and community development are also included. Aiming to realize an "Airport City" built through mutual cooperation between the region and the airport. In consultation with related municipalities, we will consider things such as ``attracting industries to the vicinity of the airport,'' ``content that is rooted in the tourist area and region that originates from the airport,'' and ``places where local people can visit the airport and interact with each other.'' It is said that it will also work on local production for local consumption of resources.
After the meeting, Akihiko Tamura, president of the new passenger terminal and new cargo area, said, "We are currently considering the specific locations," and revealed the rough locations of potential candidates. A strong candidate site for the new passenger terminal is the south side of Terminal 2. It is located almost in the center when viewed from 3 runways including C runway. The leading candidate site for the new cargo area is the midpoint between runways B and C. It will be the area on the east side of the airport where new land will be acquired.
President Tamura indicated a policy of "We would like to proceed with what we should consider on our own by the end of this fiscal year." Regarding the consideration of airport access via roads and railroads, he said, "There are different players and different business people.
The study group held its first meeting in October 2010, and this is the fifth meeting. Discussions have been held on matters such as the development policy for the new terminal and how the new cargo area should be. President Tamura said, "We will continue the study group" because there are still items that require specific consideration.
