TOKYO METROPOLITAN GOVERNMENT / STUDY AIMS TO DECARBONIZE PORT LOGISTICS FACILITIES, ACHIEVING HALF THE CARBON FOOTPRINT

The Tokyo Metropolitan Government will begin a baseline study aimed at reducing carbon dioxide (CO2) emissions from logistics facilities and other facilities behind the wharf. In addition to identifying issues related to mitigation, we will also investigate corresponding technologies and examples of initiatives in other local governments. We will create a model case for decarbonization and aim to achieve “carbon halving,” which would halve greenhouse gas emissions from 2000 levels by 2030.

The Port of Tokyo will handle about 85 million tons of cargo in 2021.

Near the terminals of the Port of Tokyo there are many logistics facilities that handle ocean goods such as cold storage. Currently, the amount of CO2 emitted from these collection sites accounts for more than half of the total emissions in the Tokyo Port area. Amid growing global environmental awareness, shippers and shipping companies are increasingly using ports that are decarbonizing.

For this reason, the Tokyo Metropolitan Government formulated the ''Tokyo Port Carbon Neutral Port (CNP) Formulation Plan'' in March 2011. This plan aims for the public and private sectors to work together. each other in the decarbonization process, including the area behind the dock. Total CO2 emissions from the Port of Tokyo were 586,000 tons in 2020. By 2030, we will reduce emissions by about 310,000 tons compared to 2000. The goal is to achieve net zero emissions by the final target year The same year is 2050.

On the 10th, the Tokyo Metropolitan Port and Port Authority announced a competitive nominated bid to select a contractor for the ''study on decarbonization of the hinterland of bridge piers''. Applications will be accepted through the e-procurement system until the 14th. Bidding will be opened on July 3. Those rated A or B for “environmental work ” can participate in bidding.

The project will involve surveying approximately 200 companies, including warehouse operators, on warehouse age, total floor area, structure, use of goods handling equipment and machinery, and consumption levels. energy consumption and other information. We will analyze how greenhouse gas emissions could be reduced if goods handling equipment and machinery were built to decarbonization specifications. We will investigate whether there are cases where other local authorities are implementing measures in their port areas, such as sharing heating and cooling equipment.

To understand the problem, we will interview about 10 companies, including warehouse companies, about equipment usage, energy consumption, problems and improvement needs. Based on the interview results, we evaluated the initial costs, maintenance costs and contribution to CO2 reduction when replacing equipment with carbon-neutral equipment. On that basis, we will propose a specific implementation plan.

Implementation period is until March 14, 2025.
