    On September 30, Minister of Land, Infrastructure, Transport and Tourism Hiroaki Nakano held a press conference after the Cabinet meeting, marking the 20th anniversary (on October 1) of the privatization of the four road corporations. He commented, “In line with the objectives at the time of privatization, steady achievements have been made.”

    The minister cited as achievements: the steady reduction of interest-bearing debt, the development of the road network and provision of safe and secure services, increased sales at service areas (SA) and parking areas (PA), and the provision of diverse services utilizing private-sector expertise.

    Following the 2023 amendment to the Road Improvement Special Measures Act, the toll collection period has been extended. At the same time, some routes are still under construction, renewal projects and the widening of provisional two-lane sections to four lanes are underway. Minister Nakano stressed, “It remains important to steadily repay debts.”

    He also noted recent challenges and societal needs, such as the large-scale ETC system failure that occurred in April, strengthening logistics functions, and achieving carbon neutrality. He emphasized that “addressing social issues in light of changes in the national land and socio-economic environment is essential,” and added, “We will continue efforts in cooperation with the Japan Expressway Holding and Debt Repayment Agency and expressway companies.”
