Ministry of Land, Infrastructure, Transport and Tourism / Interview with prefectures on the actual situation of multi-layered subcontracting, most of them are within the 3rd level of construction and 2nd level of civil engineering

The Ministry of Land, Infrastructure, Transport and Tourism conducted a survey to confirm the understanding of the multi-layered subcontracting structure in each region, etc., to prefectural construction industry administration departments, etc., as part of considering measures to distribute appropriate wages to skilled workers. The number of subcontracting orders for public works falls within the third level for architecture and within the second level for civil engineering. Although it is difficult to ascertain the actual situation of private sector construction, most of the respondents said that, like public works, construction will be within the 3rd level and civil engineering will be within the 2nd level.

In public works, both architecture and civil engineering, there is a tendency for the number of orders to increase due to large-scale construction and construction with a high degree of specialization and expertise. There was also an answer that the number of orders will increase due to securing personnel during busy periods, including private construction. Some pointed out that in the construction sector, the number of orders for private construction would be higher than that for public construction.

We also asked about the recognition of factors that increase the number of degrees. Some respondents cited the need to secure personnel and machinery against the backdrop of a shortage of workers in the construction industry. Because it is difficult to secure transportation companies, it is easy for transportation companies to become multi-layered.” Another said, "There is a tendency to make trading companies the primary subcontractors for sashes, elevators, and interior construction."

As an adverse effect of multi-layering, from the perspective of the ordering party, there are voices saying that "the location of roles and responsibilities related to construction tends to be unclear" and "the smooth communication and coordination of the site and the sharing of information are hindered". There is also a reality that the burden of on-site management work is increasing, saying, ``It takes time and effort to organize the construction system ledger by the prime contractor.'' Concerns have been heard about the burden on labor costs and statutory welfare costs due to intervening intermediaries. there is
