MINISTRY OF LAND, INFRASTRUCTURE, TRANSPORT AND TOURISM / RESULTS OF DIRECTLY CONTROLLED CCUS MODEL BUILDING IN THE 23RD YEAR, THREE TIMES THE NUMBER OF GRADE C TESTS

The Ministry of Land, Infrastructure, Transport and Tourism has announced the latest implementation status of the Construction Career Advancement System (CCUS) model project being tested under direct control. continued by the Ministry. For Class C civil construction that is not within the scope of applying the model construction principle, tests were conducted on 649 projects in fiscal year 2023, targeting construction in 45 districts supported by local construction industry associations. This is more than three times the 214 tests conducted in fiscal 2022. In addition to civil construction, the number of model construction projects is increasing. In the directly managed port and airport construction sector, tests have been carried out on 266 projects nationwide among the contracted projects in 2023, more than double the 119 projects judgment in 2022.

Since July 2022, model building has become the norm for directly controlled civil engineering work ordered by central government for general civil engineering work and orders Others are being actively considered based on industry requirements. There are two types of ordering methods: ``CCUS Required Model Building'', where the ordering party specifies the use of CCUS, and ``CCUS Recommended Building,'' where the use of CCUS is specified. Deployed in consultation with the ordering party based on the wishes of the current customer.

Test results include a test schedule compiled one month before the end of the fiscal year for both fiscal years 2022 and 2023. Mandatory modeling works under the WTO Government Procurement Agreement are 76 in FY22 and 54 in FY13. Proposed model construction, limited to level B and above, is 94 in FY22 and 68 in FY23 .Test records are available.

The decision to test the construction of a class C model is based on the approval of industry groups in each province. By the end of fiscal year 2011, all but the groups in Aomori and Yamagata prefectures had agreed to the plan. All C grades are tested against the proposed construction model. The cost of card reader installation and on-site usage fees for CCUS will be borne by the customer in all cases, including the construction of the proposed model.

In February, the Ministry of Land, Infrastructure, Transport and Tourism began exchanging opinions with industry groups and other organizations at the provincial level to promote the dissemination and use of CCUS in regional level. We partner with organizations such as the Federation of Construction Industry Associations (Kensanren), which includes local main contracting organizations and specialized construction organizations. Listen to regional problems and needs and use this information to develop future measures. Meetings will be held in six counties at the end of March to hear opinions. It is expected that the event will be held in 20 locations through fiscal 2024.
