    The Uruguayan Roadmap for Green Hydrogen and Derivatives envisages the installation of approximately 18GW of renewable energy capacity and 9GW of electrolysers by 2040.

    First revealed last year by the Ministry of Industry, Energy and Mining (MIEM), the roadmap’s first phase is focused on production up to 2025. Initially, synthetic fuels and green fertilisers will be promoted to boost domestic markets, representing a $2.1bn annual revenue opportunity.

    The second phase, expected for 2026-2030, will ensure the scaling up of the domestic market in demand and production, along with the first export projects beginning operation. The third phase, scheduled for 2030-2040, will see large-scale production of hydrogen, ammonia, green fuels, etc, for export.

    The strategy predicts that production costs will reach $1.2-1.4/kg by 2030, with total capacity exceeding 90GW of power from renewable energy at sites with the “highest potential.”

    It was reported that the roadmap will consider intermediate goals of installing 300MW of electrolyser capacity by 2030 and 3GW by 2035.

    Demand for 3GW of green hydrogen in Uruguay is forecasted for 2040, dedicated for use in trucks, buses and tractors. An additional 6GW of green hydrogen is anticipated to be produced in 2040 for the export of hydrogen, ammonia and aviation and shipping fuels.

    Commenting on the plan, Omar Paganini, the former Minister of Industry, Energy and Mining, said, “This roadmap is a first step to start setting a course in dialogue with many other stakeholders and, in parallel, to drive concrete actions through the development of a specific programme called H2U.

    “Regulations and incentives have already been developed to promote the domestic production of the first green hydrogen molecule, which will allow us to gradually create capabilities and knowledge, as well as greater opportunities for society as a whole.”

    Last year, the Uruguayan MIEM announced it would back Saceem with $10m to develop a $43.5m green hydrogen production plant, funded through the Green Hydrogen Sector Fund.
