The Construction Industry Retirement Allowance Mutual Aid Business Division of the Workers' Retirement Allowance Mutual Aid Organization (Kentai Kyodo Headquarters, General Manager Hitokazu Kishikawa) will expand the premium payment method by electronic application, which started in earnest in fiscal 2021. We will work on strengthening data linkage with the Construction Career Up System (CCUS), expanding online applications, and establishing model districts for the spread of electronic applications. In setting up model districts, about three districts nationwide will be selected by around autumn, and "electronic application counselors (provisional name)" will be assigned to each district.
It has been two years since the full-scale start of payment for electronic applications. Compared to the conventional method of sticking certificate stamps, it is effective in accumulating retirement allowances, thoroughly ensuring benefits, and streamlining clerical work. According to the Kentaikyo Headquarters, as of the end of April, there were 174,801 business establishments that signed up for the Kentaikyo system. The electronic application application rate is 9.7%, the login rate of the electronic application site is 5.3%, and the premium payment rate by electronic application is only 3.5% based on the premium income.
In the 5th medium-term plan that started in 2011, numerical targets for expanding the use of electronic applications were set for the first time. Aim for a login rate of 50% or higher on the electronic application site and a payment rate of 30% or higher for electronic application. The premium payment rate will be 6% or higher in FY2011.
In order to achieve these goals, we will implement five initiatives: ▽ strengthening data linkage with CCUS, ▽ expanding online applications, establishing model districts for the spread of electronic applications, holding briefing sessions according to needs, and simplifying administrative procedures. Prioritize.
In terms of data linkage with CCUS, we will continue to use CCUS's employment history data to streamline the payment procedure for the construction and depreciation mutual contribution by electronic application. As for the expansion of online applications, in line with the renewal of the Kentaikyo system scheduled for July 2013, we will build a system for online applications such as renewal procedures for mutual aid notebooks.
Three districts will be selected by around autumn for the establishment of model districts. Each of them has an electronic application counselor, such as an employee of the Kentaikyo Branch or an external human resource who is good at operating a personal computer, and responds to face-to-face consultations from mutual insurance policyholders. Briefing sessions will be held sequentially in all 47 prefectures from around August. As for the simplification of administrative procedures, the government aims to implement a data linkage system in fiscal 2024 that will automatically update information such as changes in the addresses and names of all mutual aid contractors, based on construction license numbers.
