Tokyo Metropolitan Hospital Foundation begins construction of proton beam therapy facility. A treatment facility with a total area of approximately 4,700 square meters will be built on the premises of Komagome Hospital in Bunkyo Ward, and treatment will begin in fiscal 2030. The project will be ordered using the design/build (DB) method. The winning bidder will be selected in May 2025. The specific structure of the building will be finalized when the winning bidder proceeds with the design process. The total project cost is expected to be 18,580,980,000 yen (tax included, hereinafter).
Proton beam therapy is a type of particle beam therapy that allows radiation to be directed only at the cancer center. Because it requires large-scale facilities and requires high maintenance costs, it is rarely introduced in Japan, and even in Tokyo, it has not been introduced.
On the 17th, the Tokyo Metropolitan Hospital Organization announced a public competitive bidding (comprehensive evaluation method, WTO-qualified) for the ``Proton Therapy Facility Improvement Project''. After a site visit and hearing (dialogue), proposals such as business plans will be accepted on March 24, 2025. Proposals will be reviewed and the winning bidder will be determined in May.
A group consisting of those involved in the design, construction, construction supervision, procurement, and installation of proton beam therapy equipment will be invited to bid. The same business operator may not simultaneously perform construction work and construction supervision. Representative companies will be required to have the Tokyo Metropolitan Government's "qualification to participate in competitive bidding for construction work, etc." or "qualification to participate in competitive bidding for the purchase of goods, etc."
The proton beam therapy facility will be built in the parking lot located on the north side of the Komagome Hospital campus (Hon-Komagome 3-18-22). The height must be 10.5 meters or less. A 2.7 meter wide corridor will also be built to connect the treatment facility to the 3rd floor of the Komagome Hospital annex. An outdoor parking lot, tree planting and green space will also be provided.
Once the successful bidder is identified in May 2025, the basic agreement will be signed in June 2025, followed by the contract. The design and construction phase will be completed based on the proposals from private business operators. The procurement and installation of the proton beam therapy equipment is scheduled to begin treatment in fiscal year 2030. The successful bidder will have a maintenance period of one year from the date of procurement and installation.
Of the total planned project cost of 18,580,980,000 yen, 11,430,980,000 yen will be allocated for facility development and 7,150,000,000 yen will be allocated for the procurement and installation of proton beam therapy equipment.
In March, the Tokyo Metropolitan Government formulated a “Plan for Improvement of Urban Hospital Particle Therapy Facilities.” The government announced plans to start operating particle therapy facilities at urban hospitals as early as fiscal 2030.
