Shizuoka Prefecture and Hamamatsu City have established the Enshunada Seaside Park (Shinohara Ward) Utilization Promotion Council (Chairman: Deputy Governor Koji Masui), which will hold its first meeting on the 28th at the annex of the prefectural office. We will consider the idea of use and specific plans, including the park centered on the baseball field planned in Hamamatsu City and the surrounding area, as well as the scale of the baseball field and the business method. Based on the basic plan formulated in July last year, discussions between the two parties will begin towards its realization. The council plans to continue meetings in fiscal 2025 and plans to hold detailed discussions.
Enshunada Seaside Park (Shinohara Ward), located on the coast of Hamamatsu City, covers an area of approximately 36 hectares, including the city's shared swimming area (ToBiO). The site is Shinohara-cho, Chuo-ku. The basic plan proposes several options for the core baseball stadium, including an open-air type (with or without lighting) and a dome type, with seating capacities ranging from 13,000 to 22,000. The project also includes the development of a second baseball stadium, a multi-purpose plaza, and a medical plaza.
The council will include the Department of Transport Infrastructure, the Department of Sports, Culture and Tourism, the Department of Economy, Trade and Industry, the Board of Education, as well as the Department of Planning and Coordination and the Department of Urban Development of the city, and will discuss the issues from a variety of perspectives. We will incorporate as much private sector know-how as possible to consider not only the baseball stadium but also the surrounding area of the park and transportation accessibility, as well as a specific plan based on the idea, as well as the size and structure of the baseball stadium. The division of roles between the province, the city and the private sector, cost sharing and business methods will also be considered.
In parallel, the prefecture is developing a plan for the use of Shinohara Ward. This work is being led by PwC Advisory. This year's work will narrow the plan down to about three options, including the size and structure of the baseball stadium. In fiscal 2025, we plan to outsource the work again and improve the level of content.
