Osaka City / Nagai Paralympic Sports Center to be Rebuilt Using BTO Method

    Osaka City has decided to rebuild the deteriorating Nagai Sports Center for the Disabled (Nagai Park, Higashisumiyoshi Ward) using the build-transfer (BTO) PFI (public-private partnership) method. The facility will be built on the southern site of the existing facility, with a total floor area of ​​12,990 square meters. The facility will include an arena and a swimming pool, and will also share the functions of the nearby Hayakawa Welfare Hall (Minamitanabe, Higashisumiyoshi Ward). In fiscal 2025, the company will outsource consulting services and conduct preparations to select a PFI operator, as well as pre-decide on the operator. The PFI operator will be selected in fiscal 2015, and the design process will begin in fiscal 2016.

    The current facility, including the annex, has a total area of ​​approximately 8,500 square meters. The facility is equipped with an arena the size of a basketball court, a heated swimming pool (25 meters x 6 lanes), a bowling alley and also offers archery.

    According to the basic plan, this facility aims to become a place where people with disabilities can participate in sports, entertainment, reading and other cultural activities, and the functions of Hayakawa Welfare House will be transferred here.

    The redevelopment site is located across the street to the south. The site area is 11,600 square meters. The facility is expected to have a basement and three upper floors, with a competition pool (25 meters long by 8 lanes), a bowling alley and private use space on the first floor. The second floor will house a two-court sized arena, a secondary arena, a training room, a multi-purpose room and a table tennis court, while the third floor will house a Braille library, conference rooms and a Japanese-style room.

    The arena will have an outdoor lobby and a viewing area and running track on the third floor. An archery range and outdoor plaza will be built on the roof. Maintenance costs are estimated at 10 billion yen.

    The proposed budget for fiscal 2013 includes ¥20,998,000 for outsourcing PFI consulting services, and the contractor selection process is expected to begin early in the fiscal year. Applications for operator status will begin in fiscal 2013, and the operator will be selected in the same year. The method for selecting the operator for both projects is currently under review.

    The plan is to first select a business entity with expertise in operating facilities for the disabled, then reflect this when considering draft requirements documents, etc.

    The selection of the PFI operator will begin in fiscal 2015, with the operator being decided and the contract being signed in the same year. The design and construction period is expected to last four years and six months, and after pre-opening preparations, the facility is expected to open in fiscal 2021. The maintenance and operations period will last approximately 15 years.

    The location of the sports center will be reviewed after the new facility is completed, with a focus on green space. The Hayakawa Welfare House will continue to be managed by the company for the time being, and we will consider changing its purpose of use.
