    Osakasayama City, Osaka Prefecture, is taking the lead in developing a welfare and cultural center (Block D) located in the mid-west area of ​​the city as part of a public facility relocation plan. In a citizen survey, the most important functions that need to be improved are "disaster prevention functions," and a public facility relocation plan for the entire city area has been drawn up using the survey results as basic data. Public opinions are being solicited until September 3. After that, the final plan will be finalized and reported to an expert committee within the same month.

    Starting in October, we will consider the basic concept of Area D based on the relocation plan, with the goal of having basic planning and basic design by FY2025, followed by implementation design and construction by FY2026 or later. The scope of the entire outsourced work has not yet been determined, but it is assumed that contractors will be selected through the proposal method.

    Many of the city's public facilities were developed during a period of high economic growth and are expected to be updated more frequently in the future. If the current state is maintained, it is estimated that an average of 1.42 billion yen (1.27 billion yen if life-extending measures are implemented) will be needed annually for repair, renovation, and renewal costs over the next 40 years. Based on the opinions of citizens and experts, we decided to update and rearrange them by merging and consolidating them. By reducing the total floor area of ​​public facilities by about 10% along with renovation, the aim is to create sustainable public facilities that can provide public services in the future even if the population decreases.

    The city has divided the area where public facilities are located into five zones. The facilities that need to be relocated are arranged according to each zone, and Zone D, which has a particularly large number of old facilities, will be considered a short-term measure that will need to be updated in the next 10 years.

    In a survey, 53.0% of residents responded that they “value disaster prevention functions” regarding the functions that need to be enhanced in Zone D. The hope is to ensure a space that can function as an evacuation center and be used for disaster prevention activities. This is followed by the library function (48%) and the medical care function (37.3%).
