The optimal project method is the design-build (DB) method, which is expected to shorten the construction period and construction management (CM) will be applied.

The layout plan was narrowed down to one of several plans presented at a previous council meeting. The approved plan will demolish the existing multi-story parking lot and Labor Welfare House, and use the Sasabayashi Park site. The new government building will have nine floors and a total area of 18,810 square meters, along with a three-story parking structure with a total area of 7,541 square meters.
The new government building and parking lot are located next to each other so it is easy to move, the ground is high so the ability to prevent natural disasters is high, the main building is adjacent to the square so it can effectively utilize the main space. . build and create a vibrant atmosphere.
For the DB approach, we will also consider the type of basic design enhancement that aims to reflect the customer's intent. CM was introduced with the aim of eliminating cost opacity, which is a drawback of the DB approach. The company plans to select a contractor for the project in 2026.
A draft project schedule was also presented. Procedures such as changes to city parks will be implemented starting in fiscal year 2015, and the basic plan will be developed in fiscal year 2016. Basic design will be done in 2017, design details will be worked out in 2018-2020, construction will be completed in 2029-2032 and the goal is to start operations in 2032.
The next council meeting is scheduled for early August and will see council make a recommendation on the basic concept, including the size of the new government building, the approach to business and the estimated cost of the project. A report will be submitted in January 2025, following a public comment period expected in October. The city aims to have a basic concept ready by March of that year.
