    Kakamigahara City, Gifu Prefecture has announced the draft of "Kakamigahara City New General Gymnasium / Comprehensive Exercise Disaster Prevention Park Development Basic Plan". A two-story general gymnasium with a total area of ​​13,000 square meters has been constructed in the southeastern part of Kakamigahara Sports Park Square, and is used as a disaster prevention activity base in the event of a disaster. The surrounding plazas and parking lots will be used as bases for activities and collection of personnel and supplies. The total project cost is about 12 billion yen. The business method will be examined with a view to introducing the vitality of the private sector. The overall completion is expected around 2029.


    The construction site is Kakamiyamanomaecho 1. The site area is about 6.9 hectares. The main arena (3174 square meters) of the new general gymnasium has about 1400 fixed bleachers on the 2nd floor and about 1600 temporary bleachers on the arena floor to secure a total of 3000 seats. The sub arena (1426 square meters) will secure about 300 fixed bleachers. There will also be a martial arts hall, a training room, a conference room, and a training room.


    In addition to the lawn plaza and fountain plaza, facilities such as cafes and convenience stores will be attracted to the outer ditch of the new general gymnasium. A total of 28,000 square meters of parking lots and one disaster prevention storage warehouse will be constructed in three locations. In the event of a disaster, the inside of the facility functions as an evacuation site for local residents and the operation headquarters of each institution. The parking lot will be used as an activity base for the Self-Defense Forces and fire departments, and the facilities and open space of the adjacent Kakamigahara Sports Park Square will also be used in an integrated manner.


    The project cost is estimated to be about 3.5 billion yen for park maintenance, about 8.4 billion yen for gymnasium construction, and 100 million yen for disaster prevention storage warehouse construction.


    As for the business method, the conventional method, which makes it easy for companies with no experience of PFI to participate in qualitative evaluation and allows subsidy projects and bond issuance, is superior. In the quantitative evaluation, the DBO method, which orders design, construction, maintenance, and operation collectively without being based on the PFI method, was the most advantageous. For this reason, in the future, we will consider methods such as the DBO method and PFI BTO (construction, transfer, operation) in collaboration with private businesses.


    The city formulated a basic plan this year based on the opinions of the citizens and started land acquisition. When introducing the vitality of the private sector, a feasibility study will be conducted in FY2011, and a schedule for publicly recruiting and selecting businesses is envisioned in FY2012-25.
