Higashine City, Yamagata Prefecture / "Roadside Station" basic plan, site area 170,000 square meters, aiming to open in 2017

    Higashine City, Yamagata Prefecture, has compiled a basic plan for the development of a new roadside station near Omoriyama along National Route 48. The planned site is Central East 3 (site area 17,210 square meters). Adjacent to a JA farm direct facility that attracts customers. A parking lot, event plaza, heliport, etc. will be developed, with the aim of starting operation in fiscal 2029. The business method will be a "single type" run by the city, and the maintenance and operation will be considered centering on the designated manager system. The total project cost including survey, design, construction, etc. is about 1,648 million yen. Opinions will be solicited until the 30th, and the basic plan will be decided by September.

     Michi-no-Eki has been developed with the aim of providing a safe and comfortable road traffic environment and promoting regional development. The planned site will promote wide-area exchange with the Sendai area and surrounding areas by coordinating with the JA farm direct facility Yotteke Popola, which has a high ability to attract customers, and public facilities in the surrounding area. Rest (parking lot, rest space, snacks, cafes, take-out), information dissemination (tourist information center, road traffic information), regional cooperation (product sales, experience/exercise/exchange, events), disaster prevention (heliport, gateway). A total of 815 square meters will be allocated for 170 parking spaces and buildings (restrooms and center building), and 3,040 square meters will be allocated for the event space. We will discuss with related organizations on the premise of developing a bus stop as a park and bus ride on the premises.
     We are also considering maintenance, management and operation methods that can maximize the vitality of private businesses. As a result of comparing and examining the design, construction, and operation (DBO) method and the PFI method, we will proceed with a "designated manager system" that can be expected to operate efficiently by making use of the know-how of the private sector.
     After formulating the basic plan, we will place an order for the current survey in 2011. Basic design will start in FY2012, and land acquisition will start in FY2014. From 2015, the parking lot and construction work will be started.
