Sasebo City, Nagasaki to Consider New School Lunch Center – Public-Private Dialogue on October 21

The city of Sasebo, Nagasaki Prefecture, is considering the consolidation of its school lunch system by establishing a new school lunch center, addressing issues of aging facilities across its four existing lunch centers and 38 in-school kitchens.
To move forward with the project and formulate a basic concept, the city will host a project briefing and public-private dialogue at the Sasebo PPP Platform, scheduled to take place at Arkas SASEBO on October 21. The dialogue will gather opinions from private businesses, particularly regarding the feasibility of applying the PFI (Private Finance Initiative) method.
Back in 2013, Sasebo built a school lunch center in Oroshi Honmachi, capable of serving about 6,000 meals per day for junior high schools that did not yet have full meal programs. This time, the goal is to serve all elementary schools, junior high schools, and compulsory education schools through the new center.
The number and location of the new centers have not yet been determined, and the city is also considering the option of partially renovating existing facilities instead of building entirely new ones.

BTO (Build-Transfer-Operate) under the PFI scheme.
The platform meeting will be held in two formats: on-site participation and online participation via Zoom. However, the public-private dialogue itself will be limited to on-site participants only.

The timeline for formulating the basic concept plan has not yet been set, but the city indicated that outsourcing to consultants will be considered if necessary.
