At the expert meeting held by METI on February 28 (Comprehensive Resources and Energy Research Committee, New Energy Subcommittee, System Working Group), TEPCO Power Grid (hereinafter referred to as TEPCO PG) explained the procedure for output control (output suppression). etc., and received approval from the committee members.

TEPCO PG said, "Currently, the supply and demand balance in the Tokyo area during the 2023 Golden Week period is expected to secure a certain amount of margin for reduction." In preparation for the risk of surplus supply capacity due to equipment troubles that occur at an exceedingly rare frequency, we will prepare to control the output of renewable energy power sources as an insurance policy.”

TEPCO, Chubu Electric Power, and Kansai Electric Power have a relatively large demand for electricity, so despite the rapid increase in photovoltaic facilities due to the feed-in tariff (FIT) system, they are more focused on renewable energy than other areas. The need for output control was low. However, in March 2020, the Ministry of Economy, Trade and Industry said, ``Even in the area of the three middle companies, the output ratio of renewable energy is expanding, and there is a situation where output control may occur due to grid congestion.'' announced that it will calculate

Furthermore, in September 2021, TEPCO PG will publish the "Information on Procedures for Output Control for FIT Solar Power and Wind Power Generation Operators", and will become a power generation operator to which the "new rules (control target)" apply. In response, we are beginning to call for the installation of output control units.

TEPCO PG will not be able to respond to the system regarding output control of renewable energy power sources in FY2023. method.

According to this, in consideration of the actual operation, the project will target photovoltaic power generation companies with large facilities such as extra-high voltage power receiving companies, and will implement output control in fiscal 2023 in consideration of fairness as much as possible. In FY 2024, the control order will be put in the lower order, and the idea of considering fairness from a long-term perspective was shown.
