    On the Japanese side, there were the Embassy of Japan in Vietnam, members of the Vietnam - Japan Joint Initiative Japan, a member of the Japan Chamber of Commerce in Vietnam (JCCI)…

    Accordingly, to promote energy transition towards Vietnam's goal of carbon neutrality by 2050, the “AZEC/GX Promotion Working Group” was established within the framework of the AZEC initiative to enhance cooperation in developing the investment environment and human resources.

    In addition, the “Project Promotion Platform (PAP)” within the framework of AZEC was also established to accelerate the activities of specific projects. In March 2025, pilot projects were selected to be included in the PAP.

    During the Japan-Vietnam high-level talks in April, 15 projects were identified as “Vietnam-Japan Cooperation Projects”. On July 31, the first 6 projects were discussed within the framework of the “High-level Meeting” and the two sides agreed to continue the discussion.

    Exchange of the Memorandum of Understanding on the cooperation agreement between BIDV and JBIC to support the carbon reduction and energy transition in Vietnam

    The 2nd PAP High-level Meeting was held with a total of 9 projects being discussed (2 projects in the first phase and 7 projects in the second phase). In addition, in this meeting, 2 contents were presented: 1 presentation on the analysis of Vietnam's electricity market by the Japan Institute for Energy Economics and 2 exchanges of memorandums of understanding between the Joint Stock Commercial Bank for Investment and Development of Vietnam (BIDV) and the Japan Bank for International Cooperation (JBIC) regarding the cooperation agreement to support Vietnam's energy transition, which is part of the group of 15 pilot projects that have been reported.
