    On the 14th, Ogawara Town in Miyagi Prefecture announced the implementation policy and standard document requirements for the Ogawara Senbonzakura Sports Park, which will be developed and operated by PFI under the BTO (build-transfer-operate) method. Utilizing the riverbed on the right bank of the Hiroishi River, it has been developed as a vibrant exchange facility. The public proposal process to select a private enterprise operator will begin in April, and the person with the right to negotiate incentives will be determined by mid-January 2026.

    The exchange facility will be a facility for disseminating information and communicating information about "Hitome Senbonzakura" in the city park "Ogawara Senbonzakura Sports Park" (approximate area: 56,689 square meters) on the right bank of the Hiroishi River (Shinkawamae). Maintained.

    Eligible participants are groups consisting of design, construction, construction management, maintenance and operation companies. Design companies must be registered as first-class architects' offices and have completed basic and detailed design work for public works commissioned by central and local governments since April 2010. Park design companies must be certified as registered construction consultants with the ''Landscape Architecture Bureau''. Construction companies are required to have completed construction work, with a total score of 850 points or above in the management examination. Maintenance, management and operation companies will be required to demonstrate a track record of maintaining, managing and operating sports facilities for at least two years after April 2010.

    Comments on the draft implementation policy will be accepted until February 17 and individual dialogue will be held. The implementation policy will be published by the end of March.

    The base facility will be developed as a vibrant exchange center, a gathering place for sports and sightseeing enthusiasts, and a disaster prevention base. Facilities such as a park golf course (course area: 23,403 square meters), a mountain bike course, and a dog run have been used in the sports park. When the park golf course operation phase is completed, it is expected that the course will start operating in April 2027 and the base facility will start operating in April 2028.

    The Construction Technology Research Institute is responsible for studying the feasibility of applying public-private partnership methods to maintenance and operation projects.
