The Ministry of Land, Infrastructure, Transport and Tourism will hold a "Block Supervision Department Management Board Meeting" (Block Contract Management Board Meeting) in the second half of 2024 to discuss the bidding contract system and construction industry management issues with officials from designated prefectures and cities, starting from the Kinki region on the 7th. It will be held in 8 blocks nationwide. With the introduction of overtime limits and penalties, the focus will be on optimizing construction progress and two days off per week for construction work ordered by local governments. In order to strengthen the ordering system of small local governments based on the revised Public Works Quality Assurance Promotion Act (Public Works Quality Assurance Act), the government will take this opportunity to strengthen support and outreach to municipalities in collaboration with prefectures and other parties.
The three main topics of discussion are: ▽Institutional responses for a sustainable construction industry; ▽Strengthening the public order system; and ▽Ensuring the smooth construction of public works. The cities designated by ordinance of each bloc, which previously participated as observers, will now become regular members.
Explaining the operation of the three university labor laws is the latest institutional response. To strengthen the ordering system, we will monitor how prefectures approach municipalities within their jurisdiction to optimize bidding contracts and aim to implement good practices horizontally. We once again call on everyone to strictly comply with the laws and regulations in construction required by local governments. To ensure the smooth implementation of the construction process, we also require standardization of construction time and work execution time. Efforts will also be made to ensure smooth price transmission.
The dates are: Day 7 = Kinki (Location: Osaka City) Day 11 = Kyushu/Okinawa (Kitakyushu City) ▽ Day 12 = Hokuriku (Niigata City) ▽ Day 13 = Hokkaido/Tohoku (Sendai City) ▽ Day 18 = China (Hiroshima City) ▽ Day 19 = Shikoku (Takamatsu City) ▽ Day 22 = Kanto-Koshin (Saitama City) ▽ December 5 = Chubu (Tsu City).
