A survey by the Japan Federation of Construction Contractors (Nikkenren, Chairman Yoichi Miyamoto) found that the appropriate construction period, which is indispensable for taking two days off a week at a construction site, was not sufficiently set in civil engineering work. Half of the sites were initially set up for "too short" at the ordering stage. At the site of the Ministry of Land, Infrastructure, Transport and Tourism, less than 40%, local governments and highway companies account for more than 50%. Based on this situation, Nikkenren will appeal for appropriate measures at an opinion exchange meeting with public ordering organizations such as the Regional Development Bureau of the Ministry of Land, Infrastructure, Transport and Tourism, which will be held from 16th in 9 districts nationwide.
The survey was conducted in November last year for 65 member companies as a "survey on ensuring smooth construction". Surveyed 1666 sites of public civil engineering work (including highway companies and organizations) of 300 million yen or more that was completed or under construction from October 2020 to the end of September 2009. The results will be introduced as reference data at the discussion meeting.
When we investigated whether the initial ordering period was appropriate for the acquisition of 2 days a week, 50% of the 1211 sites answered that it was "too short". This was followed by 49% "appropriate" and 1% "too long".

Nikkenren analyzed from the survey results that the set construction period tends to be short due to construction work by local governments, highway companies, organizations, etc. As it is required to thoroughly comply with the "standards for construction period" prepared by the national central construction industry council (middle construction committee), we request the ordering party to disclose information on the premise of setting the construction period at the opinion exchange meeting. do. Assuming large-scale construction with many uncertainties, such as construction to which the WTO Agreement on Government Procurement is applied, we will also encourage the use of a margin system that allows flexible setting of the actual construction period.
