On the 26th, the Muroran Development and Construction Department of the Hokkaido Regional Development Bureau held a ceremony for the completion of the Biratori Dam at the Biratori Municipal Gymnasium in Biratori Town, Hokkaido. Hiroo Ishii, State Minister of Land, Infrastructure, Transport and Tourism, business operators, local governments, and Nishimatsu Construction, Iwata Jisaki Construction, and Iwakura Construction JV, which constructed the embankment, attended the ceremony to celebrate the successful completion of the construction.
The Biratori Dam was built on the Nukahira River, a class 1 river that originates from Mt. A multi-purpose dam for flood control, maintenance of normal water flow, and supply of water to Biratori and Hidaka towns. The dam type is a concrete gravity dam with a height of 55 meters, a crest length of 350 meters, and a total reservoir capacity of 45.8 million cubic meters.
The Saru River Comprehensive Development Project began an implementation plan survey in 1973 and construction in 1982. Construction of the Nibutani Dam embankment began in 1986 and was completed in 1998. In 2009, the Biratori Dam was selected as a dam project subject to verification, but in 2013 it was decided to continue. In the same year, construction of the construction road and foundation excavation began, and concrete placement was completed in November 2020. After trial flooding from November 2009, it was put into service in July this year.
At the ceremony, Mr. Akihiro Shinomiya, General Manager of Muroran Construction Department, gave a speech on behalf of the organizers, saying, "The Saru River basin has been hit by floods many times, and securing a stable water source has been a long-standing issue in Biratori Town and neighboring Hidaka Town. While explaining the significance of the Saru River Comprehensive Development Project, including the Biratori Dam, he said, "We would like to use this completion ceremony as an opportunity to collaborate with the local community and work on the safety and security of the Saru River Basin and the development of the community." said.
State Minister of Land, Infrastructure, Transport and Tourism Ishii, who represented the business operator, said, "I am confident that the completion of this project will make the lives of everyone living in the river basin safer and more secure. This time, we are conserving plants that are important to the tradition of Ainu culture. We are also focusing on other things, and we believe that we can contribute to improving the attractiveness of the basin,” he expressed his expectations for the effects of the development.
After that, following a congratulatory address by the guest, Atsuhisa Yoshino, director of the Muroran Kaiken Mukawa Sarugawa River Office, reported on the outline of the construction and the progress of the construction. State Minister of Land, Infrastructure, Transport and Tourism Ishii and other guests celebrated the successful completion of the dam with the unveiling of Kusudama.
