Keppel-Led Consortium to Advance Singapore’s Ammonia Bunkering and Power Project

In a major step towards a low-carbon maritime and energy future, a consortium led by Keppel Ltd. has been appointed by the Energy Market Authority (EMA) and the Maritime and Port Authority of Singapore (MPA) to spearhead the next phase of a pioneering project on Jurong Island. The initiative aims to develop Singapore’s first ammonia-based power generation and bunkering solution, positioning the nation at the forefront of global efforts to decarbonise shipping and energy production.
Following a rigorous Request for Proposal (RFP) process, Keppel, in partnership with Sumitomo Corporation and Advario, successfully completed a preliminary Front-End Engineering and Design (pre-FEED) study. The appointment now authorises the consortium to carry out a full FEED study, covering the entire ammonia value chain — from power generation to terminal infrastructure and bunkering systems.
The project will focus on building a 55–65 MW ammonia-fuelled power plant with integrated bunkering facilities. If successfully implemented, it would become one of the world’s first direct-ammonia combustion power plants — and Singapore’s first — marking a new milestone in clean energy solutions.
Keppel’s Role in the Energy Transition
Ms. Cindy Lim, CEO of Keppel’s Infrastructure Division, stated:

Keppel has long been a front-runner in Singapore’s sustainability drive. The company is behind the development of Singapore’s first hydrogen-compatible power plant and its first cross-border low-carbon power import project. Keppel also operates the 1,300 MW Keppel Merlimau Cogen Plant, which has been upgraded for higher efficiency and potential future hydrogen co-firing.

Singapore Sets a Global Benchmark
This development represents a bold step in Singapore’s decarbonisation journey and reinforces its role as a global leader in energy and maritime innovation. While the current phase focuses on FEED studies, a Final Investment Decision (FID) could follow, potentially unlocking large-scale deployment and commercialisation of ammonia-based power and bunkering solutions.
According to Keppel, the project is not expected to have a material impact on its net tangible assets or earnings per share for the current financial year.
