    Sakai City is implementing a plan to preserve and improve the landscape of the Terayama Nanzan Tumulus (Uenoshiba-cho 1, Nishi Ward) and the Shuzuka Tumulus (Mozu Yugumo-cho 2, Sakai Ward), which are part of the Mozu Tumulus Cluster scattered throughout the city and have been registered as World Heritage Sites. I have drawn up a plan. The planning period is from 2025 to 2034. At the Sakai City Mozu Tumulus Group Historic Sites Preservation and Development Committee held in the city on the 23rd, the plan was presented as the ``Basic Plan for the Development of the Mozu Tumulus Group Historic Sites (Phase 2) (Draft)'' and it received general approval.

    The proposed plan will first focus on clearing the trees on the mounds of both burial mounds to make the outlines of the burial mounds clearer. In particular, the shape of the Terayama Nanzan burial mound is very vague, so after restoring the burial mounds, it will be protected with a ground cover. On top of the mound, we will display large-scale replicas of the clay and fuki stone figurines, allowing visitors to experience their appearance during the Kofun period. The basic design will be completed by 2025 at the earliest. Overall, we will create an environment where visitors can gain a deeper understanding of the overall picture of the kofun group by updating existing interpretation panels and taking advantage of well-developed tourist routes.

    The Mozu Historic Burial Mound Conservation and Improvement Plan was formulated in 2018 with the aim of properly preserving the Mozu burial mounds of Sakai City (a total of 44 burial mounds) and passing them on to future generations. In the first phase of the plan, the conservation and maintenance of the Omotezuka burial mound was carried out. The target burial mounds for Phase 3 and beyond will be considered in the future.

    At the meeting on the 23rd, committee members repeatedly expressed the view that “it is necessary to emphasize cooperation with the local community while preserving the ancient tombs,” and the city said it would consider specific measures in the future development of the stage. Kazuya Ueda, director of the Historical Properties Utilization Bureau, said, “The second phase plan is an important initiative to preserve and utilize the group of ancient tombs. We want to consider the opinions of the people and turn it into a historical site loved by the local community.” The plan will solicit public opinions in January 2025, with a target completion date of March of the same year.
